I've given this place three stars because I was not allowed to access any of the buildings. However, the park itself is a little oasis within the busy city. There is a nice air-conditioning little coffee hut on the pond and several of the owners boats. If you're passing by it's worth dropping in. It's free to enter even though the sign at the gate said private property, no entry. The security guard will wave you through. There is no reception or any leaflets available giving you the history of this place. This place is next door to the huge British Embassy compound.
